The mandate of Law Number 21 Year 2001 regarding Special Autonomy for Papua Province should be able to improve the welfare of the people of Papua, but in reality still has not been felt by the people of Papua optimally. With an objective understanding of the issue in Papua in the frame of the Republic and Vanuatu-Indonesian relations entered a new era for mutual confidence and help especially in relation to the issue of Papua. Vanuatu supports fully Papua part of Indonesia and Indonesia will become an observer in the forum Melanesian Spearhead Group (MSG), considering that Indonesia as home to the Largest Population of ethnic Melanesians and become a natural bridge for the countries in the South Pacific and Asia.

Special autonomy for Papua Province is basically granting broader authority for the province and people of Papua to organize and manage themselves within the framework of the Unitary Republic of Indonesia. Broader authority also means greater responsibility to the people of Papua Province and to govern and regulate the utilization of natural resources in Papua province for the greatest prosperity for the people of Papua as part of the Indonesian people in accordance with statutory regulations. This authority also means the authority to empower the socio-cultural and economic potential of the Papuan people, including providing adequate role for the indigenous people of Papua through the representatives of indigenous peoples, religions and women.
